Business units and products can be restricted by group or security classification. Access is resolved on the server first, fails closed, and returns “not found” — the existence of a restricted programme is itself protected.
Each lifecycle move stores who made it, when and why. Moving a product backwards needs a written reason. Admins see the full audit trail.
